If you have topped up the right number and received the confirmation of a successful payment but the person has not received the credit, the top up failure may be caused by multiple factors:

Your operator is experiencing temporary issues
The recharged number is no longer a prepaid number
The number being topped up does not have network connectivity

It is also useful to check with your contact if the following verifications have been made:

Checking their balance by calling or dialing the carrier's specific number.
