If you have recharged the correct number with credit and received confirmation of a successful payment but the person has not received their credit, the failure of the transfer could be caused by multiple factors:

The beneficiary's phone has no network connectivity
It is also a good idea to check with the beneficiary of your top-up whether they have taken these steps:
Check their balance by calling or dialing the carrier's specific code.
